Introduction: The U.S. Army Contracting Command - New Jersey, Picatinny Arsenal, NJ in support of Project Manager - Maneuver Ammunition Systems (PM MAS) hereby issues a Request for Proposal (RFP) for the production of the Cartridge, 12 Gauge, Breaching M1030. The 12 Gauge, Breaching, M1030 cartridge contains a frangible slug consisting of a plastic column wad with compressed zinc powder pellet. The slug transmits the force over specific area, such as a hinge or lock mechanism, without producing significant fragmentation that could injure the gunner. The 12 Gauge Breaching cartridge shall be compatible for use in the Mossberg Models 500/590, Remington 870 and Benelli M1014. Acquisition Strategy: The acquisition strategy will utilize a Full and Open Competition approach for a new five year Firm Fixed Price FFP) contract containing a one year base period and four one year option periods. Export-Control Warning: All technical documents that are determined to be export-controlled technical data shall be marked "WARNING This document contains technical data whose export is restricted by the Arms Export Control Act (Title 22, USC, Sec 2751, et. seq.) or the Export Administration Act of 1979, as amended, Title 50, U.S.C. App. 2401 et. seq. Violations of these export laws are subject to severe criminal penalties. Disseminate in accordance with provisions of DoD Directive 5230.25. When it is technical feasible to use the entire statement, an abbreviated marking may be used, and a copy of the full statement added to the Notice To Accomany Release of Export-Controlled Data required by DoD Directive 5320.25. The Performance Specification MIL-PRF-32300A W/ AMENDMENT 1 is Distribution Statement D. To obtain these documents, offerors are required to submit a fully executed Non-Disclosure and Non Use Agreement, an AMSTA-AR 1350 - Technical Data Request Questionnaire and a DD 2345 Military Critical Technical Agreement and all of which are included as attachments to this Request for Proposal (RFP). The handling/destroying of Unclassified/Limited Distribution documents shall be handled using the same standard as "For Official Use Only (FOUO)" material, and shall be destroyed by any method that will prevent disclosure of contents or reconstruction of the document.
