The U.S. Army Contracting Command-New Jersey (ACC-NJ) Picatinny Arsenal, NJ 07806-5000, on behalf of the Office of the Project Manager for Combat Ammunition Systems (PM-CAS) intends to issue a Sole Source, Firm Fixed Price (FFP) modification WC864 Ball Powder to be used in Modular Artillery Charge Systems (MACS) The WC864 Ball Powder is a loose spheroidal propellant for the center core igniter, which is a component of the MACS igniter assembly and is a component to support 155mm MACS (Modular Artillery Charge System) LAP (Load, Assemble, and Pack) production. The 155mm M231 & M232-series propelling charges, known as MACS, consist of two (2) different propelling charges that provide a complete zoning solution for 155mm Artillery applications by using multiples of a basic increment. The M231 charges are used at lower zones (Zones 1 & 2), while M232-series charges are used at progressively higher zones as required. The WC864 Ball Powder is used as the igniter within the MACS end-item. This modification shall be issued under current contract W15QKN-19-D-0074 with St. Marks Powder. This modification will increase the contract ceiling by $5,843,509.70, FROM: $2,553,710.00 TO: $8,397,219.70. This modification will be issued under the authority of 10 U.S.C.3204(c)(1); as implemented by FAR 6.302-1 Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. This modification is a result of the surge in requirements to support the Presidential Buyback effort. Due to the fact that the contract ceiling has been met under the subject contract, the final Ordering Period 5 (OP5) unit prices for the WC864 Ball Powder are no longer valid. As such, the Government is also looking to update CLIN 5001 (Ordering Period 5) and obtain updated Unit Prices and incorporate and additional quantity range. The current OP5 on contract runs from 7/9/2023 through 7/8/2024, with deliveries to be made NLT 7/3/2025 and will remain the same unless notified by St. Marks Powder (SMP) of a necessary change. Additionally, this modification will update FAR Clause 52.216-19. All other contract terms remain unchanged and in full effect. Appropriate and available funds are available for this acquisition. This announcement is for notification purposes only and shall NOT be construed as a formal Request for Proposal (RFP), nor is the Government obligated to issue an RFP.
