The Army seeks a commercial-off-the-shelf, open-standard (e.g., DIFI-compliant), modular Digital IF subsystem for Increment 1 of PdM WESS modernization to replace legacy analog L-band SATCOM infrastructure and enable digital transport, switching, management, testing, security, and military-standard compliance. The selected vendor would deliver, integrate, install, and acceptance-test a first-article solution and support deployment across up to 20 or more globally dispersed SATCOM teleport and strategic gateway sites. Key deliverables include a Full-Scale Engineering Development first article, technical data package, electronic technical manual, training, test reports, logistics demonstration, integration support, and RMF artifacts, with optional production units. The acquisition uses a three-step process—solution brief, pitch/vendor technical demonstration, and proposal—and anticipates awarding one FAR Part 12 commercial contract, with possible OTA awards. The estimated award timeline is first quarter of 2027.
