The Government requests that interested vendors provide a response in accordance with the below submission instructions to encourage competition and exchanges of information in preparation of the official solicitation/RFP. 1. Please provide any questions, comments, and feedback on the draft RFP and its attachments in Attachment 0013 - Draft RFP Q&A Template. 2. Please include the following with your response: a. This request is issued for the purpose of developing a viable RFP that will best communicate the Government's requirements to industry through this exchange of information. Responses to this request are voluntary and will not affect any contractor's ability to submit a proposal IF, or when, a RFP is released. The requested information is for planning purposes only and does NOT constitute a commitment, implied or otherwise, that a procurement action will be issued. No entitlement to payment by the Government of direct or indirect costs or charges will arise as a result of the submission of information in response to this request. PEO C3T HQ, its associated Program Manager organizations, and mission supported customers require diverse support in a range of program management, business, technical, readiness, and engineering services for PEO C3T systems. To effectively support these systems, services must be planned and executed in coordination with multiple units and organizations, with special consideration for the US Army war-fighting mission and Operations Tempo (OPTEMPO) events. This acquisition includes requirements for support services primarily Technical Engineering Support, Readiness Management, Business and Operations Management, Public Affairs, Information Management. The contractor shall provide support in a diverse range of support services that span the total life cycle of Mission Command systems, to include System of Systems Engineering and Integration, Network Engineering, Architecture Development, Interoperability Engineering, Information Assurance, Technology Transition/Insertion, Testing, Fielding, Training, Cybersecurity, Business Management, Information Management, and Public Affairs. This effort will be reserved to small businesses that are participating under the Small Business Administration (SBA) 8(a) Program. Because this is a small-business set aside, the awardee will need to perform at least 50% (percent) of the work.
