PROGRAM EXECUTIVE OFFICE - COMMAND CONTROL COMMUNICATIONS TACTICAL (PEO C3T) PROJECT MANAGER TACTICAL RADIOS (PM TR) HANDHELD, MANPACK, SMALL FORM FIT (HMS) 1-Channel Small Form Factor (SFF) Radio Request for Information to Industry: This is a Request for Information (RFI) for market research purposes. This is not a Request for Proposal (RFP). This notice is issued solely for informational and planning purposes and it does not constitute a promise to issue an RFP in the future. The Government is not soliciting for proposals and will not accept unsolicited proposals. Respondents are advised that the Government will not pay for the information submitted in response to this RFI or any costs incurred in responding to this RFI. All costs associated with responding to this RFI will be solely at the responder's expense. It is the responsibility of the potential responder to monitor FedBizOpps for additional information pertaining to this RFI. Content Instructions: The Government is interested in a low cost, 1-Channel Small Form Factor (SFF) radio that meets the below listed potential baseline requirements. The initial concept is for the responder to loan 50 radios to the Government in January 2020 for investigative testing. In June 2020 the Government may buy approximately 2,400 to 3,200 radios with additional procurements thereafter. Additional features or alternative solutions may be described. Affordability is a major consideration. The best approach is for responders to identify those capabilities that adhere to the baseline product and those that can be added to the baseline product via additional procurements. 1. Responders are to submit whitepapers and spec sheets outlining the capabilities of the radio in meeting the potential baseline requirements. Responders are to describe management of the radios and planning of their network in the whitepaper. White papers shall also address whether or not you are willing to loan 50 radios to the Government in January 2020 for investigative testing. If not 50 radios, please indicate the number of radios you will be willing to loan to the Government for testing in January 2020. If none, please state so. The whitepapers and spec sheets shall address the following potential baseline requirements: -Waveform: TSM version 6.1 supporting 32 Talk Groups (alternative waveforms may be described) -Channel sizes supported: 1.2MHz (larger channel sizes in addition may be described) -Frequency Bands supported: UHF 225MHz-450MHZ, 1300MHz-Higher -Security: AES commercial encryption; UNCLASS -Range: 1.5km point to point minimum -Battery Life: 8hrs minimum -Battery Type: removable/rechargeable -Data Interface: USB 2.0 or higher 2. White papers and spec sheets may also address the following additional items of interest: -Voice input by integrated microphone and external microphone -Audio output by integrated speaker -External device(s), such as a display -Battery eliminator to power radio from 9-19 volts input -Anything else you want the Government to understand about your product Format and Submission Instructions: White paper responses and spec sheets shall be provided in MS Word or Adobe PDF formats. Any responses considered by the responder to be proprietary shall be clearly marked as proprietary. No telephone requests or questions will be accepted. None of the information provided shall contain any classified material or classification markings. All responses to this RFI shall be only be submitted in writing to Army Contracting Command-Aberdeen Proving Ground (ACC-APG) Contract Specialist, Nancy Williams, at nancy.s.williams12.civ.civ@mail no later than 12:00 PM Eastern on 20 FEB 2019. There is no page limit on the material that is provided, except that transmittals by e-mail must be contained in a message less than 10MB in size.
