Pre-Solicitation Synopsis of Proposed Contract Action: Large Wideband SATCOM Terminals (LWST) The U.S. Army Contracting Command - Rock Island anticipates the issuance of a Request for Proposal (RFP) for the Large Wideband SATCOM Terminal requirement, Solicitation Number W519TC-24-R-LWST, in support of Product Manager Wideband Enterprise Satellite Systems (PdM WESS) on approximately 29 September 2023. **THE GOVERNMENT IS NOT REQUESTING PROPOSALS AT THIS TIME IN RESPONSE TO THE SYNOPSIS** The overall objective is of the LWST requirement is to procure the production of hardware and associated non-personal services to provide a minimum of two and up to six Large Wideband SATCOM Terminals categorized as modified Non-Developmental Item (NDI). The associated services include engineering, integration, testing, installation, documentation, integrated product support, software and depot support. This requirement includes both the purchase and production of terminals (supply) and the installation and sustainment of the acquired terminals (service). The contractor shall provide the personnel, equipment, supplies, facilities, transportation, tools, materials and management necessary to fulfill the requirements specified herein. A Draft Proposal was posted on SAM.gov on 23 June 2023 and is available for review. This requirement is being solicited under Full and Open Competition. The period of performance consists of one (1) five-year ordering period and three (3) one-year optional ordering periods. A single Indefinite Delivery-Indefinite Quantity (IDIQ) Firm Fixed Price and Cost Plus Fixed-Fee award will be awarded to the Offeror who is determined to be the Best Value to the Government. All contractors who provide goods and/or services to the DoD must be registered in the System for Award Management (SAM). You may register via the internet at https://www.sam.gov.portal/public/SAM/ or contact the SAM Registration Assistance Center at 1-866-606-8220, customer service, and request the registration form and assistance packet for completion. This solicitation will be issued electronically in accordance with FAR 4.5, 5.102 and 15.201; therefore, hardcopies will not be provided. Vendors wishing an electronic copy may download it on or after the issue date by accessing the via the internet at www.sam.gov. NOTE: This solicitation will be issued electronically as will any amendments thereto. Because of this, the Government is under no obligation to maintain a bidder’s mailing list. Therefore interested parties should periodically access www.sam.gov in order to obtain any amendments which may be issued.
