Background The USU is a Department of Defense (DoD) agency and medical research/teaching facility. The USU is located on the grounds of the Naval Support Activity Bethesda (NSAB) in Bethesda, Maryland. The USU mission is to educate, train, and comprehensively prepare uniformed services health professionals, scientists, and leaders to support the Military and Public Health Systems, the National Security and National Defense Strategies of the United States, and the readiness of our Uniformed Services. The USU does not own or operate an Environmental Protection Agency (EPA)-permitted treatment, storage or disposal facility. Instead, the USU is a large-quantity generator of hazardous/acutely-hazardous wastes with its own EPA Generator ID Number accumulating hazardous/acutely hazardous wastes on site in compliance with Code of Maryland Regulation (COMAR) 26.13.03.05E and local, state, or federal statutes and regulations. As a medical school that includes several multi-disciplinary research laboratories, the hazardous/acutely hazardous and regulated wastes generally consist of excess/surplus/spent laboratory chemicals. Scope The USU is seeking information on hazardous waste collection services to support its facility, to include the Armed Forces Radiobiology Research Institute (AFRRI) Complex. Support is anticipated to include the inspection of materials packaged and prepared by the USU to confirm compliance with Code of Maryland Regulation (COMAR) 26.13.03.05E and local, state, or federal statutes and regulations. Trained, qualified personnel are necessary for the preparation, labeling, placard, manifesting, transporting and disposal of waste materials. The Government anticipates awarding a Blanket Purchase Agreement (BPA) with an ordering period of five years beginning on or about January 31, 2022. Any prime contractor, subcontractor, or other personnel must be without exclusions, debarment or other performance issues as listed in the System for Award Management (https://www.sam.gov), the Contractor Performance Reporting System (https://www.cpars.gov), and/or the Federal Awardee Performance and Integrity Information System (FAPIIS).
