The U.S. Space Force Space Operational Contracting Headquarters has issued a Master Commercial Solutions Opening framework to streamline commercial construction partnerships for rapidly designing, building, repairing, and altering USSF base infrastructure under 10 U.S.C. § 2808a. Individual project requirements will be published separately on SAM.gov as project-specific Areas of Interest, and only White Papers submitted in direct response to a published AOI will be accepted. Awards will be limited to Fixed-Price Other Transaction agreements, including firm-fixed-price, fixed-price incentive, and fixed-price award fee structures; cost-reimbursable agreements are prohibited, and unsolicited submittals will not be evaluated. The CSO is exempt from FAR/DFARS and uses a phased down-select process: White Paper, Oral Pitch, then Full Commercial Proposal. Project-specific technical and submission questions go to the Agreements Officer named in the relevant AOI, while master-framework questions go to Space Operational Contracting HQ via the specified workflow email.
