This is a pre-solicitation synopsis notice for the manufacturing of US Air Force Academy Cadet Officer and Mess Dress Uniforms in accordance with (IAW) United States Air Force Academy specifications. The intent of this pre-solicitation synopsis notice is for informational purposes only, this is not a solicitation. A request for quotes is anticpated to be posted to SAM.gov within 2-4 weeks of posting this notice with an anticipated solicitation number of FA700022Q0072. The Officer Uniform consists of the following garments and estimated annual quantities: Officer, Coat, Mens 750 EA Officer, Coat, Womens 230 EA Officer, Trousers, Mens 1475 EA Officer, Slacks, Womens 435 EA The Mess Dress Uniform consists of the following garments and estimated annual quantities and may also include Women's Mess Dress Slacks which are currently under development: Mess Dress, Coat, Mens 780 EA Mess Dress, Coat, Womens 260 EA Mess Dress, Trousers, Mens 815 EA Mess Dress, Skirt, Womens 260 EA Detailed specifications for each garment will be included in the solicitation and posted to SAM.gov. Certification through the Human Systems Center Clothing Division will not be required for the upcoming solicitation. The government anticipates soliciting for a firm fixed price, single award requirements type contract as described in FAR 16.503. A requirements contract provides for filling all actual purchase requirements of designated Government activities for supplies during a specified contract period (from one contractor), with deliveries or performance to be scheduled by placing orders with the contractor. The anticipated ordering period will include a base period (date of award - 30 Sep 23) and four (4) one-year options. This will be solicited without a small business set aside, however any large business concern must have an approved small business subcontracting plan prior to contract award. The Buy American Act (DFARS 252.225-7001) and Berry Amendment (DFARS 252.225-7012) both apply to this acquisition. Delivery FOB destination to USAF Academy CO 80840.
