This is a Sources Sought Notice issued for market research purposes only. This is not a Request for Proposal (RFP), Request for Quotation (RFQ), or an Invitation for Bid (IFB). The Government is seeking to identify qualified, experienced sources—including Small Businesses, HUBZone, 8(a), Service-Disabled Veteran-Owned, and Women-Owned Small Businesses—capable of manufacturing and delivering standardized Underway Replenishment (UNREP) Working and Repair Tools. These tools support fleet replenishment operations in accordance with NTTP 4-01.4 and NAVSEA technical specifications. 2.0 Scope of Requirements The selected vendor must be capable of outfitting complete UNREP station toolboxes. These items must meet strict maritime durability standards and conform to standard Navy specifications. The required tool payload per station includes, but is not limited to, the following assets: Tool / Equipment Requirement Size / Specification Profile Hydraulic Wire Rope Cutter Portable, rated for standard UNREP wire rope diameters Hose Coupling Clamping Tools Assorted standard sizes for UNREP hoses Allen Wrenches Sized for end fittings and hose split clamps Chain Stopper $1/4\text{ inch} \times 6\text{ feet}$ standard assembly Steel Cotter Pins $3/32\text{ inch} \times 2\text{ inches}$ Hammers & Sledge Hammers 2 to 5 lb (Standard), 10 or 12 lb (Sledge) Marline Spike 16-inch heavy duty Pliers & Screwdrivers 8-inch side-cutting, slip-joint, and flatheads for FAS clamps Safety & Screw-Pin Shackles $5/8$, $3/4$, and $7/8\text{ inch}$ marine grade ratings 3.0 Vendor Capability Requirements Interested parties must demonstrate their capability to source, test, and deliver these specialized tools. Vendors must confirm their ability to comply with NAVSEA S9570-AD-CAT-010 (UNREP Hardware and Equipment Manual) and any associated military specifications (MIL-SPEC) for metallurgy, anti-corrosion, and safe working load (SWL) limits. Commercial-off-the-shelf (COTS) items may be acceptable only if they directly map to the precise tolerances required for emergency breakaway procedures and standard replenishment evolutions. 4.0 Submission Instructions Interested and capable sources are requested to submit a Capability Statement (maximum 5 pages) detailing their ability to meet the requirements. Responses must include the following organizational data: Required Information Details to Provide Company Profile Company Name, Address, Point of Contact, Phone, and Email Identifiers CAGE Code and Unique Entity ID (UEI) Business Size Indication of business size and any applicable socio-economic statuses Past Performance Brief summary of similar tools supplied to the DoD or Maritime industry Responses should be submitted via email to jennifer.k.stevens7.civ@us.navy.mil no later than 8/13/2026. 5.0 Disclaimer and Legal Notice This notice does not constitute a commitment by the Government to issue a formal solicitation or award a contract. The Government will not pay for any information or administrative costs incurred in response to this Sources Sought.
