**The Government will utilize CIO-SP3 to release the RFTOP for this requirement** Unified ERP Capability Support Services Request for Feedback The Army Contracting Command - Rock Island (ACC-RI), on b... **The Government will utilize CIO-SP3 to release the RFTOP for this requirement** Unified ERP Capability Support Services Request for Feedback The Army Contracting Command - Rock Island (ACC-RI), on behalf of the Army Shared Services Center (SSC), under the Communications-Electronics Command (CECOM) Software Engineering Center, is seeking feedback on Enterprise Resource Planning (ERP) capability support services. In order to gain valuable feedback, the Government is providing the attached Draft RFTOP and associated documents. In addition, the Government is issuing this announcement as the official notice of an Industry Day for the Unified ERP Capability Support Services. Information on each follows. DRAFT Request for Task Order Proposal (RFTOP) The purpose of this Draft RFTOP is to gather industry feedback including comments and suggestions specifically related to the attached Unified ERP Capability Support Services DRAFT Documents. The systems under consideration in the PWS/SOO include: 1. Logistics Modernization Program (LMP) 2. Army Enterprise System Integration Program (AESIP) Hub 3. Global Combat Support System-Army (GCSS-Army) 4. General Fund Enterprise Business System (GFEBS) 5. GFEBS-Sensitive Activities (GFEBS-SA) The RFTOP includes references to various attachments. Please note the Government is not providing all attachments with this notice. The Government is only providing the following attachments with this notice: 1. Unified ERP DRAFT RFTOP 2. Unified ERP DRAFT Agile Services Instructions to Offerors 3. Appendix H - Unified ERP DRAFT Capability Support - Agile Services 4. Unified ERP DRAFT QASP 5. Unified ERP DRAFT Resources List Responses should cite page numbers and/or specific paragraph references, when applicable, for each comment/suggestion submitted. *The Government will not review marketing brochures and/or general-purpose capability presentations submitted in response to this DRAFT RFTOP. Respondents shall submit all comments electronically no later than 0800 hours Central Time on Tuesday, February 19, 2019 to jordan.e.cosgrove.civ@mail.mil and katie.m.young9.civ@mail.mil in a Microsoft Word compatible file or Adobe .pdf. The subject line for electronic responses MUST be "Unified ERP - Draft RFTOP Response". NOTE: Respondents shall send emails less than 10 MB; in the event an email is larger than 10 MB, respondents shall use multiple emails. The Government may contact respondents if it has additional questions or a need for information following the evaluation of a response. Announcement of Industry Day The Government is conducting an Industry Day Monday, February 25, 2019 at Myer Auditorium, Aberdeen Proving Ground (APG), MD. Registration will begin at 8:30 a.m. ET. The Government will provide a detailed agenda prior to the event. If there is adequate interest, One-on-One discussions will take place on Tuesday, February 26, 2019. Interested vendors shall RSVP no later than Thursday, February 14, 2019 to the Points of Contact (POCs) listed below by filling out the attached Registration Form. Vendors are limited to a maximum of three attendees. For planning purposes, vendors interested in One-on-One Sessions must indicate as such on the Registration Form. The Government will allow changes/updates to the list of attendees through the time of registration on the day of the event with the exception of representatives that are NOT U.S. CITIZENS. Any representative who is not a U.S. Citizen may participate in the events held at APG; however, non-citizens must follow the steps identified on the Registration Form and be granted authorization prior to the event. The purpose of this Industry Day is to brief interested vendors on the Unified ERP Capability Support Services. It is the intent of the U.S. Government to engage in conversation with interested vendors in order to improve understanding of the requirements and gain feedback to enhance the acquisition and draft documents prior to issuance of the official RFTOP. The Government STRONGLY ENCOURAGES advanced questions/feedback. Please submit any advance questions/feedback no later than Tuesday, February 19, 2019 via email to the POCs listed below. The Government intends to share questions with all participants so please do not ask any questions that disclose proprietary information, processes, or capabilities. The U.S. Government is seeking feedback regarding, but not limited to, the following areas: - Information required by the draft RFTOP - Information required by the draft PWS/SOO - Contract types, lengths, and other terms and conditions - Industry business practices to consider - Potential cost drivers and associated concerns - Perceived risks associated with this effort and proposed solutions or recommended mitigation strategies Attendance of all interested small and large businesses is strongly encouraged. The Government anticipates allowing time for a meet and greet between vendors. The Government assumes no responsibility for any representation made by any of its officers or agents during Industry Day. Government representatives will answer questions to the best of their ability and knowledge; therefore, questions received and Government responses furnished during the session are unofficial. The requirements and strategy as stated during this session are all subject to change as the acquisition evolves; therefore, the vendors shall rely on the official RFTOP once issued. The Government is not responsible for any compensation/reimbursement regarding travel, lodging, or other expenses associated with this event. Additional Information: - The Government prohibits the use of photo, audio, or video equipment or recording of any kind during the event. - Attendees shall turn OFF all cell phones and pagers during presentations and One-on-One sessions (if applicable), or preferably left outside the event. DISCLAIMER This is not a request for proposal, request for quotation, or an invitation for bid, nor does its issuance obligate or restrict the Government to an eventual acquisition approach. This Draft RFTOP does not obligate the Government to issue a solicitation. The Government is issuing this Draft RFTOP solely for information and planning purposes. The Government will not consider or accept unsolicited proposals or any other kinds of offers in response to this request. In accordance with FAR 15.201(e), responses to these notices are not offers and cannot be accepted by the Government to form a binding contract. Contractors are solely responsible for all expenses associated with participating in this Draft RFTOP. Proprietary information and trade secrets, if any, must be clearly marked on all materials. The Government will safeguard information received in response to this Draft RFTOP from unauthorized disclosure. All Government and Contractor personnel reviewing responses will have signed non-disclosure agreements and understand their responsibility for proper use and protection from unauthorized disclosure of proprietary information as described in 41 USC 423. The Government shall not be liable for or suffer any consequential damages for any proprietary information not properly identified. The Government may not acknowledge receipt of submitted items, nor will it notify respondents of the outcome of the information received.
