NOTICE OF INTENT TO AWARD A SOLE-SOURCE PURCHASE ORDER Army Contracting Command APG, Tobyhanna Division intends to award a sole source brand name purchase order for the following parts: PN#: 66725 Description: Kit, Maint, Rope, Hoisting Quantity 80 each Company: Comrod, Inc. 909 Canterbury Road, Suite A Westlake, OH 44145 No Technical Data or specifications are available for these items. Salient Characteristics are unknown. These parts have to be constructed to the exact material and dimension specifications to meet design, performance, and compatibility requirements. Only Comrod can provide this equipment as it is proprietary and exclusive to Comrod. No other brand name parts are acceptable because these are the parts called out in the Technical Manual (TM). All Comrod parts called out in the TM are proprietary and only available through an authorized Comrod Distributor. This is a critical component for mission essential equipment. The mast cable kit includes several hoist ropes with reinforced ends considered unique for use with AB-1339A/G 15M masts used in AN/TRC-190E(V)1 and AN/TRC-190F(V)3 shelters. These hoist ropes are proprietary and currently available only from Comrod. There are no other known hoist ropes which meet the same fit/form/function requirements as those included in mast cable kit P/N: 66725 which were designed specifically for use with the AB-1339A/G masts. No other form/fit/function hoist rope kits have been identified. There is no other identified vendor that could manufacture these hoist ropes due to their proprietary nature. The contractor would provide supplies (including antenna mast hoist cables of various lengths/thicknesses) in kit form, consisting of a designated set of parts needed to populate one mast assembly. The Government intends to acquire this supply under the guidelines of FAR Part 13, Simplified Acquisitions Procedures and FAR Part 12, Commercial Items. The Government intends to solicit and negotiate directly with Comrod under the authority of FAR 13.106-1(b)(1)(i). This is not a solicitation for competitive quotes. However, if any interested party that can provide this product without compromising the required criteria cited above, you may submit a statement of capabilities that may be considered by the Tobyhanna Army Depot (TYAD). A statement of capabilities must include the details of the parts, including manufacturer authorization, and a price list. These requirements shall be received by date and time specified for the notice. A determination by the Government not to compete this proposed requirement is based upon responses to this notice and it is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. Evidence must be provided of the required system while also be authorized by the manufacturer. The capability statement, a price list and any other information furnished must be via email and must contain material in sufficient detail to allow the Government to determine if the party can meet the requirements.
