It... The 325th Contracting Squadron is seeking qualified vendors to fulfill a requirement for an Electric Food Vehicle. Tyndall AFB is currently in the early stages of rebuilding the Base of the Future. It is projected that 3000+ contractors will be utilized during this process; current food operations do not have the capacity to properly support this volume of employment. The efficiency of a mobile food operation will provide Tyndall AFB with the ability to take the service to the customer; essentially a grab-and-go on wheels. This mobile food truck is expected to service as many as 20+ job sites per day, so having a vehicle that can maintain temperatures for both hot and cold foods with the capacity to deliver quickly to these job sites is a necessity. Any reference to the Federal Acquisition Regulation made in this combined synopsis/solicitation is contingent upon Contracting Officer discretion and shall be regarded by general principle; the procurement of this acquisition shall align with AFI 64-301 Nonappropriated Fund Contracting Policy, Attachment 2 [Two], Mandatory NAF Contracting Requirements, paragraph A2.7, “Public Law 85-536, Small Business Act of 1958 and FAR guidance relative to small business and other award-preference programs do not apply to NAF contracting. NAF contracts shall be awarded to the firm whose proposal is most advantageous to the NAFI [Nonappropriated Fund Instrumentality].” This acquisition is a Nonappropriated Fund (NAF) acquisition and will therefore be competed in accordance with the procedures that promote for full and open competition. This solicitation is conducted as a commercial service procurement using Simplified Acquisition Procedures (FAR Part 13). An award, if any, will be made to the responsible offeror who submits a quotation that conforms to the requirements of this combined synopsis/solicitation, complies with the minimum requirements as outlined in the document titled “Electric Food Vehicle Specifications” and submits the quotation with the lowest price technically acceptable; provided that the price is determined to be fair and reasonable. The Government reserves the right to award without discussions or make no award at all depending upon the quality of quotations received and whether proposed prices are determined to be fair and reasonable. Tyndall AFB is currently in the early stages of rebuilding the Base of the Future. We are projected to have 3000+ contractors during this process; current food operations do not have the capacity to properly support this volume of employment. We desire the efficiency of a mobile food operation that will provide us with the ability to take the service to the customer; essentially a grab-and-go on wheels. The vehicle will be customized in accordance with the information provided in the attached document titled "Electric Food Vehicle Specifications". The Government will not return or pay for any information provided in response to this announcement; no basis for a claim against the Government shall arise as a result of a response to this notice or Government use of any information provided. Vendors are solely responsible for all expenses associated with responding to this announcement. Responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. The Government will review vendor responses for market research purposes only. The Government does not intend to provide a response to submissions for this RFI.
