Commercial Passenger Airlift Service (121/135)
USTRANSCOM is conducting market research to identify CARB-approved commercial passenger airlift carriers operating under FAA Part 121 or Part 135 for recurring, turn-key passenger transportation. The work includes moving passengers, baggage, Government-furnished weapons, and small-arms ammunition (Hazard Class 1.4S). Recurring Pacific routes are Honolulu (PHNL) to Wake Island (PWAK) with up to 39 passengers and two round trips monthly (24 annually), and PHNL to Kwajalein Atoll (PKWA) with up to 12 passengers and two round trips monthly (24 annually). An optional combined PHNL-PWAK-PKWA-PHNL routing will be evaluated for operational and fuel efficiency. Interested vendors should download the RFI for technical details, pricing matrices, and submission instructions; responses are limited to 12 pages excluding cover page/transmittal letters.
