The COF requirement seeks cybersecurity defense for the USTRANSCOM enterprise through Security Operations Management/CSSP services across on-premises and cloud environments, including DevSecOps ecosystems, as a small business set-aside under GSA MAS 5415HACS. Core activities include boundary defense, infrastructure support, intrusion detection monitoring and incident management, threat analysis, security tool suite administration, forensic analysis, SOAR/SIEM data integration and detection engineering, dashboard/COP visualization, and continuous optimization. The contract also supports USTRANSCOM’s CSSP mission, defensive cyberspace operations, CPT mission coordination, CONOPs/OPLAN development, joint training/readiness, spectrum management, SATCOM mission planning and survivable SATCOM, senior leader airborne communications, and tactical communications projects. The contractor must apply managed services best practices, meet agreed service levels, coordinate resources and activities, and establish/report performance metrics with the Government; some COF activities require 24/7 on-site support.
