The overall scope of this program is to provide storage facilities, operating authority, permits and licenses, labor services, materials, supervision, management, personnel, office space and file storage, mandatory insurance, equipment and all other services required for the storage of NTS within the Continental United States (CONUS), Hawaii and Alaska in accordance with (IAW) Defense Transportation Regulations (DTR), Joint Travel Regulations (JTR), DoD Personal Property Consignment Instruction Guide (PPCIG) Volumes 1 and 2, and all other applicable Regulations. The Government anticipates receipt of approximately 95M - 125M lbs. of crated-HHG and UB annually and release of approximately 115M - 140M lbs. of HHG/UB annually with approximately 150M - 200M lbs. in storage continuously. This data excludes retrograde shipments stored at the NTS-R facilities. Based on the nature of the two respective contracts, the NTS-C Contractor(s) will be required to work with the Global Household Goods Contract (GHC) Contractor. USTRANSCOM will not require the NTS-C Contractor(s) to enter into a contractual relationship with the GHC Contractor. The purpose of RFI #4 is to better understand capabilities and interest from our industry partners with respect to a potential NTS-C construct whereby individual NTS contracts are awarded based on particular regions of the United States. USTRANSCOM is posting subject RFI with the intent to obtain current data from Industry to identify businesses that have existing capability and/or future capability to support one or more of the proposed regions identified in the below U.S. map(s). See Attachment 1, Figures 1-3. This RFI also seeks feedback pertaining to temperature, humidity, and mold considerations.
