USTRANSCOM/TCAQ is currently performing a review of its S&RTS requirements documents, including the Performance Work Statement (PWS) and Schedule of Rates (SOR). The identification and incorporation of industry best practices are critical focus areas of this effort. While requirement-specific market research is conducted for each acquisition, and lessons learned are consistently captured from day-to-day execution of more than 60 S&RTS contracts, we are looking to take a step back and review these critical source documents at a program level. Our goal is to identify areas in these documents which may act in contrast to industry best practices, inadvertently drive increased costs, and/or restrict competition on future requirements. At this time, USTRANSCOM/TCAQ cordially requests your assistance in this effort. Included with this RFI is a standardized copy of a PWS (Attachment 1) and SOR (Attachment 2) to mark-up, edit, and add comments. In doing so, we also ask that you be as specific as possible when providing thoughts and objections, while sharing any source materials (in full or in part) and/or specific examples which may highlight your points. Please feel free to provide your responses to these questions along with any markups/added comments/edits directly within the attached documents by utilizing the Track Changes feature. Be as specific as possible to highlight your points. In order to keep our review timelines on track we ask that you provide your responses NLT 15 September 2022 @ 4:00 PM CST.
