The Government is seeking information from the perspective of transportation logistics providers in response to the Draft Performance Work Statement (PWS) attached to this notice. USTRANSCOM is seeking information to assist in further defining its requirement for end-to-end logistics of transportation and storage services of Privately Owned Vehicles (POVs) belonging to U.S. service members and United States Government (USG) civilian employees worldwide. The overall scope of this program is to provide for the receipt, processing, transportation, storage, and delivery of POVs at Continental United States (CONUS) and Outside the Continental United States (OCONUS) locations worldwide. The North American Industry Classification System (NAICS) code for this effort has yet to be determined. For informational purposes only, this effort may potentially include NAICS 488999, All Other Support Activities for Transportation. The acquisition strategy of this requirement has yet to be determined. This PWS contains requirements for complete transportation services to include management and operation for processing and transporting POVs between designated sites worldwide. The contractor will assume all responsibility, to include liability for loss or damage up to the fair market value of the vehicle, for receipt, delivery and processing of POVs, booking ocean transportation, customs clearance and agriculture inspections, transportation between vehicle processing centers (VPCs) and ports, and CONUS storage of the POVs. VPCs are the customer service area designed for the preparation, scheduling, and gathering associated documentation required for shipping and/or storing a POV.
