***UPDATE*** 11 Feb 2020: The Non-Temporary Storage Contract (NTSC) acquisition is delayed until further notice. Based on industry responses and preliminary market research results, USTRANSCOM is postponing the award of an NTSC. Industry partners expressed concern with awarding an NTSC before GHC was fully operational and felt such a substantial change was too much at one time. In the interim, TOS agreements will continue to be utilized for domestically-shipped storage, and NTS-Retrograde will continue to service in-bound NTS from OCONUS until a new contract can be competed. Any future announcements regarding an NTSC will be posted to beta.SAM.gov. Background: In May 2019, the NTSC requirement was removed from the Global Household Goods Contract (GHC) acquisition due to lengthy transition timelines required for NTS lots. Since that time USTRANSCOM has been researching the possibility of an NTSC combining both NTS Retrograde and NTS Tender of Service (TOS) agreements into one contract. ---------------------------------------------------------------------------------------------------- Following the 18 Dec 2019 NTSC Industry Day, USTRANSCOM would like to obtain clarification on items outlined in the attached (second) Request for Information (RFI). Please provide responses via email to Nick Van Osdale at nicholas.a.vanosdale.civ@mail.mil and TSgt Mike Heth at michael.d.heth.mil@mail.mil no later than 16 Jan 2020 at 1300 Central Time. The Government plans to make pivotal acquisition/requirement decisions in the near future, and requests maximum industry participation in responding to this RFI. Industry requested additional historical data in terms of handle-in/handle-out locations and corresponding timeframes. A spreadsheet outlining this information is attached. Please utilize (filter by state, zip code, etc.) in order to provide an accurate regional capability statement in response to the RFI. The attached map depicts a tentative construct of potential regions. Industry input is required to determine final regional alignment. Please reference all related/previous posts.
