The Global Operations Center (GOC) mission serves as the single coordination and synchronization element exercising control of the JDDE to achieve the Commander's intent. The GOC is a unified team of Government supply chain managers, transportation specialists, and logistics planners. It is a Government operations center comparable to a commercial 3rd Party Logistics (3PL) service provider. Led by the USTRANSCOM Operations and Plans Directorate (TCJ3), the GOC includes planners from the TCCs, other directorate staff, and liaison officers from COCOMs, Services, and Agencies. The FC is a dynamic environment which provides a holistic approach to address all requirements from a multimodal view for strategic and operational planning as well as creation of optimal enterprise-wide executable plans. Its goals focus on early collaboration with customers, suppliers and TCCs. In addition, the GOC monitors end-to-end movement of forces; sustainment analysis; supports current and future operations and plans; supports deployment and distribution planning groups, supports cyber defense planning and process improvement efforts; provides multi-modal analysis; exception reporting; knowledge management; and provides agile, adaptive transportation. The GOC focuses on several broad tenets in order to successfully support the USTRANSCOM mission: • identifying and prioritizing operations information technology requirements • champions joint solution sets to improve C2 and operational processes • capture and document high-level requirement gaps where processes have no automated support • improve operations through the integration of reengineered operations processes and technology; and • maintain the operational functionality of key systems supporting USTRANSCOM Global Operations Center operations.
