Notice Type: Special Notice NOTICE OF INTENT TO AWARD A SOLE-SOURCE PURCHASE ORDER Army Contracting Command APG, Tobyhanna Division intends to award a sole source purchase order for the following parts: PN#: Viavi Solutions, TB8000-ARMY-TAD1 TB8000 dual 1GE / 10GE single MSAM Description: Configuration Scalable Multitest Platform Quantity 4 each Description: Viavi Solutions Inc 20250 Century Blvd Germantown, MD 20874 This brand name equipment was selected because the Program Development Manager – Wideband Enterprise Satellite Systems (PDM WESS) has tested and selected this equipment to perform On Site Acceptance Testing (OSAT) of complex Satellite Terminals. This name brand test equipment must be used to complete certification testing of baseband equipment to allow the satellite terminals to broadcast over the air. TYAD is currently performing certification testing of Baseband equipment and OSAT Testing on complex satellite Terminals. Utilizing another name brand test equipment will increase the risk of accuracy and discrepancies between testing at TYAD and other satellite terminal sites. This name brand test equipment was selected because it is compatible with other test equipment currently being used for the testing and certification of Baseband equipment and complex Satellite Terminals. This brand name test equipment is required to maintain uniformity and accuracy of testing. All Baseband equipment and Modernization of Enterprise Terminal (MET) Satellite systems are tested using this name brand test equipment. If other brand name equipment is used for testing, test results will not be able to be validated. This brand name equipment is compatible with other equipment being used in the field. We are required to use the same equipment to perform the same tests to maintain testing accuracy and duplication of tests that are performed at numerous Satellite Terminal locations worldwide. The Government intends to acquire this supply under the guidelines of FAR Part 13, Simplified Acquisitions Procedures and FAR Part 12, Commercial Items. This is not a solicitation for competitive quotes. However, if any interested party that can provide this product without compromising the required criteria cited above, you may submit a statement of capabilities that may be considered by TYAD. A statement of capabilities must include the details of the parts, including manufacturer authorization, and a price list. These requirements shall be received the date and time indicated with this notice. A determination by the Government not to compete this proposed requirement is based upon responses to this notice and it is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. Evidence must be provided of the required system while also be authorized by the manufacturer. The capability statement, a price list, and any other information furnished must be via email and must contain material in sufficient detail to allow the Government to determine if the party can meet the requirements.
