The Naval Air Systems Command intends to negotiate and award a sole source contract with Collins Aerospace Systems, Windsor Locks, CT, for the production and work associated with the manufacture of T64 Fuel Controls. The contract will capitalize on the re-established production line at Collins by leveraging the special tooling, support equipment, test equipment, non-recurring and recurring engineering associated with engineering changes, cost reduction initiatives, test and delivery, technical data, long lead material procurement, and administrative/financial data required to build a minimum of 45, T64 Fuel Controls. Collins has been the designer and developer of the Fuel Control for the H-53 legacy helicopters, and accordingly is the only known responsible manufacturer with the requisite knowledge, capability, experience, special tooling, and test facilities necessary to fulfill the Government's requirements within the required timeframes herein. Collins has an established supplier base and manufacturing processes, which are critical for the quality production. The authority permitting other than full and open competition is Title 10, U.S. Code 2301(c)(1), as instructed by the Federal Acquisition Regulation Part 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. This notice of intent is not a request for competitive proposals. However, any capability statements received within fifteen days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. PROGRAM BACKGROUND The CH-53E helicopter, the premier heavy lift helicopter for the Marine Corps, is powered by three (3) T64 turboshaft engines. Over the last decade the T64 engine has experienced decreased reliability due to parts reuse, Reclamation in Lou of Procurement (RILOP), and Material Review Board (MRB) determinations. This has resulted in higher demand for T64 rework and overhaul causing supply support and production problems ultimately impacting fleet mission capability. To mitigate this issue, the Government plans to procure T64 Fuel Controls (JFC42-1). This contract is for the initial procurement of the T64 Fuel Control (JFC42-1) units to prove out the reestablished production line and solidify the associated costs. ELIGIBILITY The applicable NAICS code for this requirement is 336412 with a Small Business Size Standard of 1,000. The Product Service Code (PSC) is 2850. ANTICPATED PERIOD OF PERFORMANCE Assume an earliest contract award date of February 2021. ANTICIPATED CONTRACT TYPE A cost-plus contract type is anticipated for the initial production of the T64 Fuel Control (JFC42-1) units. REQUIRED CAPABILITIES UTC Aerospace Systems has been the designer and developer of fuel control for the H-53 legacy helicopters, and, accordingly, is the known responsible firm with the requisite knowledge, capability, experience, special tooling, and test facilities necessary to fulfill the Government's requirements within the required timeframes herein. UTC Aerospace Systems has an established supplier base and manufacturing processes which are critical for the quality production. The initial production of the T64 Fuel Control (JFC42-1) should include the following: •a. Proving out of the infrastructure and tooling to produce, integrate, test, package and ship the T64 Fuel Control (JFC42-1) •b. Delivery of the initial T64 Fuel Control (JFC42-1) units off the reestablished production line •c. Demonstrate that product improvements to increase overall T64 reliability and reduce lifecycle costs are producible in a production line environment and are cost effective. SUBMISSION INFORMATION It is requested that interested businesses submit to the contracting office a brief capabilities statement package (no more than 10 pages in length, single spaced, 12 point font minimum) demonstrating ability to perform the service listed under the required capabilities. This documentation must address at a minimum the following: •1.
