The Naval Air Systems Command intends to negotiate and award a sole source modification with General Electric Company (GE), Lynn MA, for the procurement, repair or reuse of existing T408-GE-400- engine hardware in the repair, rebuild and test of Engine Serial Number (ESN) 316119 for use as a test asset in support of T408 Cost Reduction Initiatives and Component Improvement Projects. The modification will be awarded as a new delivery order on the GE BOA. The modification will include non-recurring and recurring engineering associated with procurement and repair of T408 engine hardware, engine test and delivery, and technical, administrative and financial data required to support the ESN 316119 repair effort. GE has been the designer and developer of engines for the CH-53KTM helicopter, and, accordingly, is the only known responsible firm with the requisite knowledge, capability, experience, special tooling, and test facilities necessary to fulfill the Government's requirements within the required timeframes herein. GE has an established supplier base and manufacturing processes which are critical for the quality production and the timely delivery of the T408 engines. The authority permitting other than full and open competition is Title 10, U.S. Code 2301(c)(1), as instructed by the Federal Acquisition Regulation Part 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements.
