The Naval Air Systems Command (NAVAIR), V-22 Osprey Program (PMA 275), Patuxent River, MD intends to issue a solicitation using full and open competition for the procurement of the Degraded Visual Environment Helmet Mounted Display System and integrated processing capabilities for use in the MV-22B Osprey. This procurement uses both Fixed-Price Incentive and Firm Fixed Price contract type line items within a base and options to include Non-Recurring Engineering (NRE), Recurring Engineering (RE), Kits and Kit Installations at CONUS and OCONUS sites. This acquisition is being pursued on a competitive basis under the authority of 10 U.S.C. 2304, as implemented by Federal Acquisition Regulation (FAR) Part 6.102, “Full and open competition.” This synopsis is a notice of intent and not a Request for Proposals. The final Solicitation, N0001920R0053 for the DVE-HMD requirement is planned to be issued on September 4, 2020 through the Beta.SAM website, under which all responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency.
