This announcement constitutes a Sources Sought Synopsis (market survey). This is not a request for quote (RFQ) or a request for proposal (RFP). This announcement is for information and planning purposes only and is not to be construed as a commitment by the Government, implied or otherwise, to issue a solicitation or award a contract. The Government will not pay for any cost incurred in responding to this announcement. Any information submitted by respondents to this Sources Sought synopsis shall be voluntary. Requests for solicitation will receive no response. This Sources Sought notice is published for market research purposes only. This market survey is conducted to identify potential sources capable of meeting the requirements for providing maintenance and repair services of fire training facilities at Hurlburt Field, Florida. A draft Statement of Work (SOW) is included to provide respondents a better understanding of the needs of Hurlburt Field and the respondent's potential ability to meet the Government's requirements. Please keep in mind that the attached draft SOW does not define the final requirement. DETAILS: To make an appropriate acquisition decision for this project were it to be solicited, the Government may use responses to this sources sought synopsis. Large and Small Businesses are invited to answer this market survey and provide their contact information to determine market capabilities. Firms responding to this announcement shall indicate whether they are a large or small business. All prospective contractors must be registered in the System for Award Management (SAM) database to be awarded a DoD contract. The National American Industry Classification System (NAICS) code for this action is 811310, Commercial and Industrial Machinery and Equipment (except Automotive and Electronic) Repair and Maintenance, with a small business size standard $7.5M. Prospective contractors are cautioned to ensure that the proper NAICS code appears in their SAM. If a different NAICS is recommended for this requirement, please provide your suggestion. The Air Force has not yet determined the acquisition strategy for this requirement, including whether a set-aside strategy is applicable. Interested contractors shall submit up to a maximum 10 page capabilities document. The capabilities package shall be brief and concise, yet clearly demonstrate an ability to meet the stated requirements. The package shall include not only capability, but also a summarized plan of how the capabilities will be met. Include the following in your statement of capabilities: Company Name; Address; Point of Contact; Telephone number; E-Mail Address; CAGE Code; Web Page URL; and Small Business size certification if applicable. Please submit one (1) electronic copy of your response to patrick.eldridge.1@us.af.mil and christopher.smith.110@us.af.mil no later than 27 Feb 2020 at 2:00 PM (CST). Please note that some emails may be blocked; therefore, follow-up via telephone at (850) 884-7794 is strongly recommended to ensure receipt of your submission by the Government, if receipt was not already acknowledged. CONCLUSION: The Government will neither award a contract solely on the basis of this synopsis nor will it reimburse the contractor for any costs associated with preparing or submitting a response to this notice. This notice does not constitute a Request for Proposal, nor does this issuance restrict the Government's acquisition approach. The Government reserves the right to reject in whole or part any industry input as a result of this announcement. If the Government decides to award a contract for this effort, a solicitation will be issued at a later date. A debriefing on the results of this sources sought will not be provided by the Government.
