This is a competitive, unrestricted action among sources duly authorized to operate and do business in JAPAN. A pilotage license issued by the Minister of Land, Infrastructure, Transport and Tourism is required to be submited as part of the solicitation package.The Contractor shall maintain sufficient personnel to ensure 24/7 availability of qualified pilots, licensed under the Japanese Marine Pilot Law to navigate vessels to and from designated locations within Kin - Nakagusuku Bay, and Naha Port, Okinawa, Japan. The Government anticipates awarding of a firm-fixed-price indefinite-delivery requirements- type contract to a single Contractor that meets the solicitation requirements. Evaluation may be based on a combination of price and past performance information using trade-off method. Amendment 0001 is issued on 13 Nov 2025. The solicitation due date and time remains unchanged.
