The government intends a sole-source award to Lockheed Martin Corporation on an other-than-full-and-open basis. The action is a follow-on to more than 13 years of highly specialized research and development work by Lockheed Martin; the government expects competition would cause substantial nonrecoverable duplication of cost and unacceptable delays to critical capabilities. A Justification and Approval document will be posted under FAR 6.301, and the full requirement is described in the attached summary. This Sources Sought is for market research and synopsis only, is not a solicitation, and does not commit the government to a future solicitation. Interested companies may provide a capabilities statement of no more than two pages plus the completed Q&A attachment, without proprietary, CUI, or classified information, at their own expense; responses may be reviewed by military, government civilian, and EPASS A&AS contractor personnel.
