Naval Facilities Engineering Systems Command Mid-Atlantic, in support of the Department of the Navy (“DON” or “Government”), is seeking information on how an interested entity could renovate, redevelop, and/or otherwise utilize up to 20 acres of the Lafayette River Annex (LRA) in Norfolk, Virginia. Responders should be interested in engaging with the DON in a long-term ground lease agreement with in-kind consideration (IKC) under 10 U.S.C. 2667 or through an exchange of title, in Fee Simple, to the property with receipt of IKC in the form of land or services under 10 U.S.C. 2869 as consideration. Industry responders are encouraged to complete and submit a response to this RFI in support of their proposed project renovation, redevelopment, and/or other ideas/concepts for the subject property no later than December 14, 2023.
