This announcement constitutes a Sources Sought Notice (SSN) for informational and planning purposes only. NAVSUP WSS is seeking potential sources interested in providing repair of Aircraft Carrier (Nuclear Propulsion) (CVN) Shafts and Submarine Shafts. As part of its market research, NAVSUP WSS is issuing this SSN to determine if there exists an adequate number of qualified interested contractors capable of providing component level repairs to support the shafting program. The attached Shaft Manufacturing Facility QA Matrix shows all the actions/procedures that vendors must either demonstrate or have approved in order to become qualified. This matrix covers the full range of shaft manufacturing and refurbishment, including melting the steel, forging, machining, producing a sleeve, NDT, and coating the shaft. The attachment, “MIL-STD-2191 Facility Certification QA Procedural Checklist” lists items that are all part of the QA matrix, but these are procedures that are specifically required by MIL-STD-2191 that are welding or heat treatment related that must be submitted to NAVSEA for approval. The rest of the items on the QA matrix are required by various other specs and standards, listed in the matrix, that are skills required to effectively manufacture or repair a shaft. The Submarine Shafts support Ohio, Seawolf, Los Angeles, and Virginia submarine classes. The parts are used to repair very critical systems during depot maintenance periods and selected restricted availabilities. Contractors must meet L1 (Attachment 1) and SUBSAFE (Attachment 2) system requirements. Upon review of the requirements and if a determination is made to proceed, contractors must follow the requirements in NAVSEAINST 4855.34B for Qualification and NAVSEA 0924-062-0010 (Attachment 3). All prospective L1 Sub-Shaft vendors shall adhere to MIL-STD-2191 Facility Certification QA Procedural Checklist and the QA Matrix (as applicable). It is not intended to obligate the Government. NAVSUP WSS is seeking the following information: Potential sources to repair the items listed in Schedule A. Potential Vendors to provide: (name, address, CAGE Code, business size standard). A written request for qualification detailing the specific type of certification program and type of systems/submarine class – See NAVSEAINST 4855.34B for SUBSAFE qualifications. Develop a written Plan of Action and Milestones (POA&M) to achieve qualification covering all applicable elements of paragraph 10 – qualification Plan of NAVSEAINST 4855.34B.
