This notice does NOT constitute a request for proposal, request for quote, or invitation for bid. The intent of this notice is to identify potential manufacturers of digital multi-function protection relays equal to brand-name Schweitzer Engineering Laboratories, Inc. (SEL). The SEL system protection relays (SEL Relays) are components to the existing power transmission system of Guam Power Authority (GPA) on Guam. This sources sought will determine whether or not contractors have the technical capability to provide other than SEL system protection relays that utilize or can integrate seamlessly with the existing SEL software for their configuration/programming to GPA’s power transmission protection and Supervisory Control and Data Acquisition (SCADA) systems and would be able to maintain all Department of Defense cybersecurity requirements as required. The information received will be used by the Naval Facilities Engineering Systems Command (NAVFAC) Marianas to determine if any other manufacturer of digital multi-function protection relays is able to seamlessly tie-in to GPA’s existing power transmission system. No reimbursement will be made for any costs associated with providing this information or any follow-up information requests. This notice does not constitute a Request for Proposal and is not to be construed as a commitment by the Government for any purposes other than market research. Furthermore, NAVFAC is not at this time seeking proposals and will not accept unsolicited proposals. Respondents will not be notified of the results of the analysis. All data received in response to this sources sought that is marked or designated as corporate or proprietary information will be fully protected from release outside the Government. It is the Contractor’s responsibility to properly mark the information provided in response to this sources sought as corporate or proprietary information. Since this is a sources sought announcement, no debrief, evaluation letters, and/or results will be issued to the participants. Responses to this sources sought notice will be used to make appropriate future acquisition decisions. No telephone calls will be accepted. There is no proposal package or solicitation at this time. In order to protect the procurement integrity of any future procurement that may arise from this announcement, information regarding the technical point of contact will not be given and no appointments for presentations will be made. Interested sources are invited to respond to this sources sought by completing Attachment 1 - Company Information and Attachment 2 -Technical Information. Responses to this sources sought synopsis are due no later than Tuesday, 26 July, 2022 at 4:30 p.m., Guam Time.
