The Army Contracting Command - Redstone (ACC) is issuing this sources sought synopsis as a means of conducting market research to identify parties having an interest in and capability to provide training for one (1) Flight Test Engineer (FTE) to attend the Department of Defense (DOD) Professional Flight Test Engineer Course Phase 1 and 2 certification course. The intention is to procure these services on a sole source basis. The purpose of this Sources Sought notice is to validate the sole source acquisition strategy and/or determine if there are other sources capable of satisfying the requirement. This SOURCES SOUGHT is for informational purposes only. This is not a Request for Proposal and does not constitute a solicitation. Responses are not offers and the Government is under no obligation to award a contract as a result of this Sources Sought. No solicitation will be released regarding this requirement. The proposed contract action will be a fixed price commercial services purchase order for procurement of the DOD Professional Flight Test Engineer Course Phase 1 and 2 course certification to be used by Technology development Directorate – Aviation (TDD-A) for testing, evaluation, and development of Research and Development (R&D) of aircraft. The Contractor shall have the capabilities to provide training for one (1) Flight Test Engineer (FTE) to attend the DOD Professional Flight Test Engineer Course Phase 1 and 2 from a US Department of Education recognized and accredited flight test education and training organization, with International Organization for Standardization (ISO) 9001:2015 certification, and EASA Approved Training Organization (ATO) certification. The course should include all modules/classes, materials and applicable certifications in order to meet qualifications for an Flight Test Engineer (FTE) and shall be conducted in the US. If your organization has the capability to provide the above described course, please provide the following: 1) Organization name, address, email address, Web site address, telephone number, and size and type of ownership for the organization; and 2) Tailored capability statement addressing the particulars of this requirement, with appropriate documentation supporting claims of organizational and staff capability.
