INTRODUCTION The Army Contracting Command - Redstone (ACC) is issuing this sources sought notice as a means of conducting market research to identify parties having an interest in and capability to provide aviation mission systems architectural engineering services, technical services, required travel, and other ancillary support for the Army’s Integrated Mission Equipment for Vertical Lift Systems (IME), Survivability against Integrated and Networked Threats (SAINT), Advanced Teaming for Tactical Aviation Operations (A-Team), and Holistic Situational Awareness and Decision Making (HSA-DM) Science and Technology (S&T) projects. The architectural and technical support will include levels of architectural studies, analysis, documentation, other engineering and technical support services, and programmatic support in the area of research and development (R&D). The intention is to procure these services on a sole source basis. The purpose of this Sources Sought notice is to validate the sole source acquisition strategy and/or determine if there are other sources capable of satisfying the requirement. This SOURCES SOUGHT is for informational purposes only. This is not a Request for Proposal and does not constitute a solicitation. Responses are not offers and the Government is under no obligation to award a contract as a result of this Sources Sought. No solicitation will be released regarding this requirement. The proposed contract action will be a cost plus fixed fee services task order for procurement of the architectural support services to be used by Technology development Directorate – Aviation (TDD-A) for testing, evaluation, and development of Research and Development (R&D) of avionics architectures supporting aircrafts. The Contractor shall have the capabilities to provide one (1) Subject Matter Expert (SME), Systems Engineer with the minimum qualifications: advanced degree in a technical or engineering field with 20 years of Systems Engineering experience related to avionics architectures, experience leading a team to implement architectural approaches for development of large complex avionics systems, experience leading a team to develop, use, and improve avionics architecture standards, and a secret security clearance. Additional full-time equivalents (FTE) may be necessary to support the SME and to ensure uninterrupted Systems Integration Laboratories (SIL) support.
