The U.S. Army Contracting Command - Redstone is issuing this Sources Sought notice as a means of conducting Market Research to determine if other sources are capable of satisfying the requirement for additional effort under contract W911W6-21-C-0044 Advanced Helicopter Seating System (AHSS) Phase II. This acquisition procures completion of the AHSS Phase II, TRL-8 System Assembly, Inspection and Airworthiness Qualification. The objective of AHSS Phase II is to continue to integrate technologies that contribute to reduction in whole body vibration for the occupants and provide improved full spectrum crashworthiness capability while self-configuring to accommodate each occupant’s individual ergonomic needs. The AHSS II will also provide ballistic protection at the level that is currently required for target aircraft, but the ballistic protection does not have to be incorporated into the actual seat bucket design. The AHSS II solutions must be both reliable and maintainable to enable extended service life and minimize life cycle costs, with substantiated performance, weight efficiency, and resulting system level maturity at Technology Readiness Level (TRL) 8. Solutions are expected to target transition to Joint Future Vertical Lift (FVL) platforms with applicability to improving the current rotorcraft fleet. The source must have access to the detailed design data to perform the work. The Government does not have access to this detailed design data that it can disclose to potential sources for performance of the required work. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source, The Protective Group, A Point Blank Company, 514100 NW 58th Street, Hialeah, FL 33014-3117 (CAGE Code: 3U457), under authority of FAR 6.302-1. When the supplies or services required by the agency are available from only one responsible source. In particular, supplies may be deemed to be available only from the original source in the case of a follow-on contract for the continued development or production of a major system or highly specialized equipment, including major components thereof, when it is likely that award to any other source would result in substantial duplication of cost to the Government that is not expected to be recovered through competition; or unacceptable delays in fulfilling the agency’s requirements. Interested persons may identify their interest and capability to respond to the requirement by submission of a capability statement. This notice of intent is not a request for competitive proposals. However, all capability statements received not later than response date/time will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The applicable North American Industry Classification System (NAICS) code for this procurement is 541715. No solicitation will be issued. This request for capability information does not constitute a request for proposals; submission of any information in response to this market research is voluntary and the Government will not reimburse any costs incurred for providing a response. This notice is not a request for proposal; however, if your firm has the potential to perform these contract services, please provide the following information: (1) Organization name; physical email and website address; telephone number, business size and CAGE code and/or DUNS number; (2) detailed capability statement with any supporting documentation to substantiate claims of capability, experience and past performance. The Government will evaluate all responses to ascertain market capability to determine if there are other firms which can provide services consistent in scope and scale with those described in this notice. Responses to this notice are due no later January 14, 2022, 3:00 p.m. EST.
