The U.S. Army Aviation Development Directorate-Eustis (ADD-E), Building 401, Lee Boulevard, Fort Eustis, VA 23604 is issuing this Sources Sought Notice as a means of conducting market research to identify parties having an interest in and the resources to conduct a series of tests on one (1) Video Splitter (P/N 20500-300), in accordance with the Degraded Visual Environment Pilotage System Airworthiness Qualification Plan. The Government is determining if the Qualification Plan will be available. If so, the Qualification Plan shall be provided upon written request. Contact Beth Chapman at beth.k.chapman.civ@mail.mil no later than 2 days after receipt of this notice to obtain a copy. Note that ADD-E already possesses the identified Video Splitter. Testing must start in June 2016. The Government anticipates testing to be approximately 3 months. Provide anticipated testing dates in response. The results of all testing at the vendor's facility shall be documented in a report for delivery to the Government: (a) twenty-one (21) environment tests, (b) twelve (12) electrical tests, and (c) twelve (12) EMI tests. The report shall be submitted to the Government no later than 7 days after testing is complete. The vendor shall be responsible for coordinating with the Aviation Engineering Directorate to satisfy an Airworthiness Release on the Video Splitter. The results of this Sources Sought Notice will contribute to determining the method of procurement. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 541380 and the Product Service Code is H216. THERE IS NO SOLICITATION AT THIS TIME. This request for sources capable of satisfying the requirement does not constitute a request for proposals; submission of any information in response to this Sources Sought Notice is purely voluntary. The Government assumes no financial responsibility for any costs incurred. If your company has the capability to provide the written testing results, provide the organization name, address, email address, website address, telephone number, Contractor and Government Entity (CAGE) Code, and a capability statement as to how you will satisfy the requirement. This requirement is unrestricted and open to both small and large business concerns. The Government will evaluate all responses received to this Sources Sought Notice to ascertain potential market capability and potential sources who can provide the testing/reporting required and to determine the feasibility of a competitive acquisition. Interested parties who have the capability to provide the testing as described above are invited to submit a response to this Sources Sought Notice not later than 2:00 p.m. eastern standard time, 23 May 2019.
