Notice of Intent to Sole Source. 50th Contracting Squadron intends to solicit and negotiate with Viasat Inc. for specialized IP Network Encryptors. ViaSat Inc is the sole manufacturer of KG-250 encryption equipment and is also the only manufacturer certified by the National Security Agency (NSA) to produce this equipment. Additionally, the National Security Agency's Information Assurance Advisory No. IAA-011-2005, recommends accelerating program funding to purchase and deploy HAIPE required In-line Network Encryptors (INEs) to achieve end-to-end interoperability of Internet Protocol encryption devices, which is crucial to network security. KG-250x's are small portable encryption devices that allow Type-1 classified data and communications to be encrypted to be transferred over the air through Radio Frequency by any standard data link. This contract action is for supplies for which the Government intends to solicit and negotiate with only one source under the authority of AFFARS 5313.501 - 10 U.S.C. 2302b, Implementation of Simplified Acquisition Procedures (41 U.S.C. 1901), only one will meet the Government’s needs. Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals and no solicitation will be made available. Any responses received will only be considered for the purposes of determining whether to conduct a competitive procurement in lieu of sole source contract described in this notice, and such determination shall be made at the sole discretion of the Government. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the requirement. If no responses are received, the Government will proceed with the sole source acquisition.
