The Naval Surface Warfare Center Crane requires Shop Replaceable Assemblies and associated technical data for the AN/ZPY-3 Multi-Function Active Sensor Radar System. The Government intends to solicit and negotiate on a sole-source basis with Northrop Grumman Systems Corp in Linthicum Heights, MD, as the Original Equipment Manufacturer. The justification for this sole-source action is that the OEM is unwilling to sell the complete data package, and using another vendor would cause unacceptable delays and cost duplication. While the Government is considering only one source, all responsible sources may submit a capability statement for potential re-evaluation of the acquisition strategy.
