Request for Interested Manufacturers for Circuit Card Assemblies (CCAs) and Electronics Component Assembly (NSNs 5998-01-087-7775 P/N BH1994-2, 5998-01-072-2441 P/N BH1998-1, 5998-01-072-2412 P/N BH1999-1) SUBJECT Market research is being conducted to identify potential sources that may possess the expertise, capabilities, and experience to meet the requirements for qualification and production of the Circuit Card Assemblies (NSNs 5998-01-087-7775 P/N BH1994-2, 5998-01-072-2441 P/N BH1998-1, 5998-01-072-2412 P/N BH1999-1) ITEM DESCRIPTION The CCAs and Electronics Component Assembly are subcomponents for the ECS tester. IMPEDIMENT TO COMPETITION The original equipment manufacturer for this item is Howell Instruments Inc (CAGE: 98869), which maintains its configuration by part number and software version. The Government does not own any data, drawings, schematics, or any other releasable technical data in support of this requirement. As a result, Howell Instruments Inc is the only known source with adequate knowledge of the CCAs and Electronics Component Assembly performance requirements and possession of the required technical data and capabilities needed to produce this item and ensure compatibility with the equipment. INTEREST The DLA/AWB Contracting Office intends to award a sole source contract to Howell Instruments Inc for the manufacture of the CCAs and Electronics Component Assembly in support of the ECS program. Other interested parties may identify their interest and capability to respond to the requirement no later than 20 January 2026 by emailing Jerry Latimer at Jerry.Latimer@us.af.mil. The Government intends to procure these items using Other Than Full and Open Competition as prescribed by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.
