This is a sole-source contract for the manufacture of nine Circuit Card Assemblies and an Electronics Component Assembly, intended for negotiation only with Howell Instruments Inc. The items are subcomponents for an ECS tester. The government does not own any technical data, drawings, or schematics to support this requirement.
