SOURCES SOUGHT SYNOPSIS Request for Interested Manufacturers for the following NSNs: NSN P/N Noun 6150?01?504?5576 178?6384?2 LHVI F-16 USAF 6150?01?586?0115 178?6126?4 LHVI F-16 FMS 6150?01?521?3205 178?6126?3 LHVI F-15 USAF 6150?01?598?4363 178?6827?3 LHVI F-16 FMS 5340-01-470-1155AY 178-4667 QMB Market research is being conducted to identify potential sources that may possess the expertise, capabilities, and experience to meet the requirements for qualification of production and repair of the JHMCS Lower Helmet Vehicle Interface (LHVI) cables and Quick Mounted Bracket (QMB). ITEM DESCRIPTION The LHVI and QMB are part of the JHMCS, which attaches the Upper Helmet Vehicle Interface (UHVI) to the Cockpit Unit (CU) in the F-15 and F-16 aircraft. JHMCS is designed to provide the aircraft fire control systems aircrew with the combat advantage of first look, first shot capability in the air-to-air, within visual range combat arena. IMPEDIMENT TO COMPETITION The original equipment manufacturer (OEM) for these items is Teledyne Reynolds, Incorporated (TRI), CAGE Code 99747. The Government does not own any data, drawings, schematics, or any other releasable technical data in support of this requirement. As a result, TRI is the only known source with adequate knowledge and possession of the required technical data and capabilities needed to ensure end item repairs and production. INTEREST The DLA/AWB Contracting Office intends to award a sole source contract to Teledyne Reynolds Incorporated for the manufacture and repair of the LHVI and QMB in support of the JHMCS Avionics Program. Other interested parties may identify their interest and capability to respond to the requirement no later than 14 July 2021 by emailing Ronald Simons at ronald.simons.5@us.af.mil. The Government intends to procure these items using Other Than Full and Open Competition as prescribed by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.
