SUBJECT Market research is being conducted to identify potential sources that may possess the expertise, capabilities, and experience to meet the requirements for qualification and production of the C-5 cylinder assembly, NSN 1650012083268UC, PN 14000-15 (Cage 02121). ITEM DESCRIPTION Item is part of the C-5 aircraft hydraulic system. It is an electro-mechanical actuator used on the C-5 Forward Ramp. It is a double acting single cylinder. Extended length is 41.080 inches nominal and compressed length is 15.680 inches nominal. IMPEDIMENT TO COMPETITION The original equipment manufacturer for this item is Goodrich Aerospace Canada (CAGE 02121), which maintains its configuration by part number and software version. The Government does not own any data, drawings, schematics, or any other releasable technical data in support of this requirement. As a result, Goodrich Aerospace Canada is the only known source with adequate knowledge of the subject cylinder assembly’s performance requirements and possession of the required technical data and capabilities needed to produce this item and ensure compatibility of the equipment. INTEREST The DLA/AWB Contracting Office intends to award a sole source contract to Goodrich Aerospace Canada for the manufacture of the subject cylinder assembly in support of the C-5 aircraft. Other interested parties may identify their interest and capability to respond to the requirement no later than Wednesday, October 6, 2021, 1700 EST by emailing Robert Berg at robert.berg.9@us.af.mil and/or dla.dlr.proc@us.af.mil. The Government intends to procure these items using Other Than Full and Open Competition as prescribed by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.
