IAW FAR 5.202(a)(13)(i) - a synopis is not required because the proposed contract action is for an amount not expected to exceed the Simplified Acquisition Threshold. A First Article may be required if waiver conditions are not met. Those include: Offerors who have previously furnished production quantities of the same or similar article to the prime contractor for delivery to the DoD. Offerors currently in production of the same or similar article for a DoD, contract and who have received First Article Approval under the existing contract. Offerors who have previously furnished production quantities for the same or similar articles to the DoD, provided articles thus furnished, have exhibited satisfactory performance in service in the opinion of the Air Force. Provided not more than 36 months have elapsed since completion of the contract. All requests for wavier of First Article testing shall be forwarded to the cognizant engineering authority for approval. First Article testing will be waived if the contractor is the OEM.
