There are 2 lists of NSNs being added to the existing 3PL IDIQ pool, 1 list is for DLA Huntsville and 1 list is for DLA Richmond. These new NSNs are for low demand low dollar supplies to support various military commands. These components are necessary to ensure the combat readiness of US Military forces. A total of 165 NSNs are targeted to be added to the NSN catalog of the successful current 3PL Contractor(s). 40 of these NSNs, as denoted on Enclosure 1A, shall be managed by the DLA Huntsville Office. 125 of these NSNs, as denoted on Enclosure 1B, shall be managed by the DLA Richmond Office. BASIS FOR AWARD: This requirement shall be competed on a restricted basis to existing DLA Huntsville 3PL IDIQ Contractors only. Award of these new NSNs shall be made using FAR Part 15 best value tradeoff method. Award(s) shall be made on the basis of past performance/demonstration of the Electronic Data Exchange (EDE) capabilities and price. Price is significantly more important than past performance. This Sources Sought Synopsis (SSS) is in support of Market Research being conducted by the Defense Logistics Agency to identify potential manufacturing/supply sources, and if future efforts can be competitive or Set Aside for Small Business. The proposed North American Industry Classification Systems (NAICS) Code is 336419 which has a corresponding Size Standard of 1,000 employees. This SSS is to notify companies that the Defense Logistics Agency, Redstone Arsenal, Alabama, is seeking qualified sources for the acquisition of the NSNs as described on Attachment 0001 and Attachment 0002. The Government has rights to the technical data, the data package is complete, and there are no technical data, engineering, tooling and or manufacturing restrictions. As a result, this acquisition is currently being procured under Federal Acquisition Regulation (FAR) 15.101-1 and 15.3 as supplemented by the DoD Source Selection Procedures referenced in DFARS 215.300 to make a best value award decision.
