The Government proposes to price the FY26 HELLFIRE (HF) Missile and Joint Air to Ground Missile (JAGM) Production requirements and associated Spares in support of the Program Executive Office Missiles and Space (PEO MS) Tactical Aviation and Ground Munitions (TAGM) Project Office. The different missile variations, parts, and potential quantities are found in the attachment “SPRRA225R0097 Variations List.” The “up to” potential ordering quantity for FY26 HF is 4,000 and JAGM is 1,200. The Contractor shall be able to provide resources to consist of program management, engineering, product assurance, logistics, configuration management, and test/evaluation support required to maintain the capability of the HELLFIRE, and JAGM missile systems. The contractor will also provide containers, pallets, environmental cover assemblies, special inspection equipment, software, supportability elements, platform interface and test sets. This item is restricted to: Lockheed Martin Missiles and Fire Control, Orlando, FL, (CAGE) Code 04939. As a result, this acquisition is currently being procured under Federal Acquisition Regulation (FAR) 6.302-1(a)(2) having only a limited number of responsible sources. The data needed to acquire these parts competitively is not physically available, it cannot be obtained economically, nor is it possible to draft adequate specifications or any other adequate, economical description of the material for a competitive solicitation. All offerors must meet prequalification requirements in order to be eligible for award. Firms that recognize and can produce the required item described above are encouraged to identify themselves. Contractors are encouraged to seek source approval in order to compete for future solicitations by emailing inquiries to the POCs listed with this announcement. The closing date annotated is an estimated date and may be adjusted dependent upon the date of release for solicitation; however, the solicitation will not close prior to the date stated above. This Sources Sought Synopsis (SSS) is in support of Market Research being conducted by the Defense Logistics Agency to identify potential manufacturing/supply sources, and if future efforts can be competitive or Set Aside for Small Business. This SSS is to notify companies that the Defense Logistics Agency, Redstone Arsenal, Alabama, is seeking qualified sources for the acquisition of a one-year, firm-fixed price or fixed-price incentive fee (firm target) (FPIF) type contract for Production in support of, HELLFIRE (HF) Missile and Joint Air to Ground Missile (JAGM) programs. This will be placed on the existing Lockheed Martin Captains of Industry (COI) contract (SPE4AX22D9000). It is contemplated that this award will be made to Lockheed Martin Missiles and Fire Control, Orlando, FL, (CAGE) Code 04939, utilizing Other than Full and Open Competition in accordance with FAR 6.302-1, having only one responsible source. The United States Government United States Government (USG) does not own a Technical Data Package (TDP) for the HELLFIRE Missile or the JAGM Missile. As a result, this acquisition is currently being procured under Federal Acquisition Regulation (FAR) 6.302-1 having only a limited number of responsible sources. The Government is interested in all businesses to include 8(a), small business and small disadvantaged business, Service-Disabled Veteran-Owned, Hubzone, and Women-Owned small business concerns. All contractors must meet prequalification requirements in order to be registered as a potential source. Firms that possess the ability and can produce the required item(s) described above are encouraged to identify themselves. Contractors are encouraged to seek source approval in order to compete for future solicitations by emailing inquiries to the POCs listed with this announcement. The contractor shall be capable of successfully performing and complying with any and all special requirements in accordance with the terms and conditions set forth in the solicitation annotated above, at the unit prices established at time of a contract award. The contractor will be responsible for recurring and nonrecurring engineering services associated with becoming a qualified source. The contractor will also be responsible for all aspects of the manufacturing/production process, including but not limited to: supply chain management, logistics, forecasting of parts, long-lead parts procurement, material forecasting, obsolescence issues and final delivery of assets as well as any and all additional costs incurred resulting from contract performance.
