The Department of Defense, Defense Logistics Agency – Missile proposes to acquire, on a 3 Year Firm Fixed Price (FFP) Indefinite Delivery Indefinite Quantity (IDIQ) contract for Engineering Services in support of the Tube Launched, Optically Tracked, Wireless-Guided (TOW) Missile System. Please view attachment for services specifications. This contract action is sole sourced to Raytheon Missile & Defense (RMD), 1151 East Hermes, Tucson, AZ 85756, Commercial and Government Entity (CAGE) Code 15090, which is the original equipment manufacturer (OEM) for the TOW Missile System. Due to the proprietary requirements imposed by the original equipment manufacturer, there are no other known sources. The proposed requirement will be for three (3) year pricing in calendar year 2023, 2024, and 2025 periods of performance. The existing contract is a firm fixed price (FFP) corporate Indefinite- Delivery Indefinite-Quantity (IDIQ) contract. The attached Services are the items that have been identified for this current action. The letters expressing interest in subcontracting provided to the contracting officer will be forwarded to the identified OEM. This is proposed to be a FAR 15 effort. If other Part Numbers and Specifications are subsequently added, as defined by the terms of the contract, they will be synopsized separately. The proposed items are being added to contract SPRBL1-15-D-0017, awarded to Raytheon Cage: 15090 in accordance with the approved J&A. There are three (3) years remaining on this contract. The contract requires design, build and supply of parts, as well as other functions including but not limited to inventory management, forecasting, distribution, storage, reliability improvements, engineering maintenance and design control affecting these parts. All offerors must meet prequalification requirements to be eligible for award. Firms that recognize and can produce the required item described above are encouraged to identify themselves. This Sources Sought Synopsis (SSS) is in support of Market Research being conducted by the Defense Logistics Agency to identify potential manufacturing/supply sources, and if future efforts can be competitive or Set Aside for Small Business. The proposed North American Industry Classification Systems (NAICS) Code is 541330 which has a corresponding Size Standard in millions of dollars is $22.5. This SSS is to notify companies that the Defense Logistics Agency, Redstone Arsenal, Alabama, is seeking qualified sources for the acquisition of TOW Missile Weapon System Engineering Services. Description of Engineering Services are described in the attached document. These items have not been assigned an AMSC. The Government is interested in all businesses to include 8(a), small business and small disadvantaged business, Service-Disabled Veteran-Owned, HUBZone, and Women-Owned small business concerns. All contractors must meet prequalification requirements to be registered as a potential source. Firms that possess the ability and can produce the required item(s) described above are encouraged to identify themselves.
