The Department of Defense, Defense Logistics Agency – Missile proposes to acquire, on a 1 Year Firm Fixed Price (FFP) Indefinite Delivery Requirement (IDR) contract for the parts listed on the attachment. This contract action is sole sourced to Raytheon Missile & Defense (RMD), 400 Innovation Drive, Tewksbury, MA 01876, Commercial and Government Entity (CAGE) Code 05716, which is the original equipment manufacturer (OEM) for the Patriot Missile System. Due to the proprietary requirements imposed by the original equipment manufacturer, there are no other known sources. The proposed requirement will be for (1) year pricing in calendar year 2023 period of performance. The attached Part Numbers are the items that have been identified for this current action. The letters expressing interest in subcontracting provided to the contracting officer will be forwarded to the identified OEM. This is proposed to be a FAR 15 effort. If other Part Numbers and Specifications are subsequently added, as defined by the terms of the contract, they will be synopsized separately. The contract requires design, build and supply of parts, as well as other functions including but not limited to inventory management, forecasting, distribution, storage, reliability improvements, engineering maintenance and design control affecting these parts. All offerors must meet prequalification requirements to be eligible for award. Firms that recognize and can produce the required item described above are encouraged to identify themselves. This Sources Sought Synopsis (SSS) is in support of Market Research being conducted by the Defense Logistics Agency to identify potential manufacturing/supply sources, and if future efforts can be competitive or Set Aside for Small Business. The proposed North American Industry Classification Systems (NAICS) Code is 334511 which has a corresponding Size Standard in Number of employees is 1,250. This SSS is to notify companies that the Defense Logistics Agency, Redstone Arsenal, Alabama, is seeking qualified sources for the acquisition of DEX Mod Kit Part Number 13741482, DEX Install Kit Part Number 13741483 and the attachment list of Initial Spares in support of the Patriot Missile Weapons System. These items have not been assigned an AMSC. The Government is interested in all businesses to include 8(a), small business and small disadvantaged business, Service-Disabled Veteran-Owned, HUBZone, and Women-Owned small business concerns. All contractors must meet prequalification requirements to be registered as a potential source. Firms that possess the ability and can produce the required item(s) described above are encouraged to identify themselves. The contractor will also be responsible for all aspects of the manufacturing/production process, including but not limited to supply chain management, logistics, forecasting of parts, long-lead parts procurement, material forecasting, obsolescence issues and final delivery of assets as well as all additional costs incurred resulting from contract performance.
