This agency proposes to issue a solicitation for a long-term strategic/sole source contract which will include a Blisk, Compressor Rotor - Stage 1, NSN: 2840-01-563-8267, P/N 5127T42G01 to support the A-BN Turbine Engine (UH-60) weapon systems. The proposed sole source action will be issued to General Electric Company, Contractor and Government Entity (CAGE) code: 99207. The proposed action is intended to be on a sole source basis as supported by a J&A IAW FAR 6.302-1 “Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements”. The proposed requirement will be for a total of four (4) years period of performance. Letters expressing interest in subcontracting provided to the contracting officer will be forwarded to the identified OEM. This is proposed to be a FAR 15 effort. NSN: 2840-01-563-8267, P/N 5127T42G01 has been identified for this current action. If other NSNs are subsequently added, as defined by the terms of the contract, they will be synopsized separately. This item is being added to a Sole Source, multiple year, Requirements Type Contract (RTC) that was awarded to General Electric Company CAGE Code: 99207 in accordance with the originally approved J&A. However, the NSN identified here was not included in the list of original items synopsized for this effort. The contract requires supply of parts, as well as other functions including but not limited to inventory management, forecasting, distribution, storage, reliability improvements, engineering maintenance and design control affecting these parts.

REQUEST FOR A SOLICITATION WILL NOT RECEIVE A RESPONSE. This Sources Sought Synopsis (SSS) is in support of Market Research being conducted by the Defense Logistics Agency to identify potential manufacturing/supply sources, and if future efforts can be competitive or Set Aside for Small Business. The proposed North American Industry Classification Systems (NAICS) Code is 336412 which has a corresponding Size Standard of 1500 employees. This SSS is to notify companies that the Defense Logistics Agency, Redstone Arsenal, Alabama, is seeking qualified sources for the acquisition of the following items in support of the UH-60 Blackhawk weapon system: NOMENCLATURE NSN PART NUMBER BLISK, COMPRESSOR ROTOR, - STAGE 1 2840-01-563-8267 5127T42G01 The Government does not have adequate data, lacks rights to data, or both needed to purchase this part from additional sources. As a result, this acquisition is currently being procured under Federal Acquisition Regulation (FAR) 6.302-1 only one responsible source and no other supplies or services will satisfy agency requirements. The Government is interested in all businesses to include 8(a), small business and small disadvantaged business, Service-Disabled Veteran-Owned, Hubzone, and Women-Owned small business concerns. All contractors must meet prequalification requirements in order to be registered as a potential source. Firms that possess the ability and can produce the required item(s) described above are encouraged to identify themselves. Contractors are encouraged to seek source approval in order to compete for future solicitations by emailing: usarmy.redstone.devcom-avmc.mbx.amr-ss-sar@army.mil The contractor shall be capable of successfully performing and complying with any and all special requirements in accordance with the terms and conditions set forth in the solicitation annotated above, at the unit prices established at time of a contract award. The contractor will be responsible for recurring and nonrecurring engineering services associated with becoming a qualified source. The contractor will also be responsible for all aspects of the manufacturing/production process, including but not limited to: supply chain management, logistics, forecasting of parts, long-lead parts procurement, material forecasting, obsolescence issues and final delivery of assets as well as any and all additional costs incurred resulting from contract performance.
