WINCH, AIRCRAFT MOU
The Defense Logistics Agency at Redstone Arsenal, Alabama, is conducting market research through this Sources Sought Synopsis to identify potential manufacturing/supply sources and assess whether future efforts can be competitive or set aside for small business; no solicitation is currently available. The item is a mounted aircraft winch, NSN 1680-01-141-7615, Part Number 114E6040-6, supporting the CHINOOK WEAPON SYSTEM under NAICS 336413 with a 1,250-employee size standard. Because the Government does not own the necessary data rights and reverse engineering is uneconomical, the acquisition is currently being pursued under FAR 6.302-1(a)(1) with a limited number of responsible sources. The Government seeks interest from all business categories, including 8(a), small business, small disadvantaged business, Service-Disabled Veteran-Owned, HUBZone, and Women-Owned small business concerns, but contractors must meet prequalification requirements and are encouraged to pursue source approval through AvMC. The contractor would be responsible for qualifying-source engineering and all manufacturing/production aspects, including supply chain management, logistics, parts forecasting, long-lead procurement, obsolescence management, final delivery, and associated additional costs.
