This letter Request for Proposal (RFP) is issued for the purpose of acquiring the item identified by the National Stock Number (NSN): 1650-01-494-0084, Part Number: 7-311820012-27, and Noun: Servocylinder, E-Bucs. In reply, please reference Solicitation Number SPRRA1-23-R-0071. The Government requests your best range pricing and delivery lead time for a total of five (5) ordering periods with an Estimated Annual Demand (EAD) of 60 units per ordering period and an initial buy of 144 units. The Government’s required production lead time is no more than 690 days. The acquisition specialist and point of contact for this solicitation would like to draw your attention to some of the requirements of this solicitation and information that will be detailed in the attachments: Critical Safety Item (CSI) First Article Testing (FAT) is required IAW FAR 52.209-3 ALT I Item Unique Identification (IUID) is required IAW DFARS 211.274-2 Contractor Furnished All Wood Packing Material (WPM) must be ISPM-15 compliant Contractor Furnished Material (CFM) Reusable Container is required Serial Number Requirement Reporting (SNRR), The Army Maintenance Management System-Aviation (TAMMS-A), and Serial Numbering are required If you intend to submit a FAT waiver, this needs to be submitted as soon as possible. If the proposal is received without pricing for FAT or a previously approved waiver the proposal will be deemed inadequate. Additional clauses may be required for special requirements listed above but will be addressed on a case-by-case basis as applicable. The price and delivery proposed may be negotiated upon closing of this solicitation. For non-commercial items exceeding the $2,000,000 threshold, Certified Cost and Pricing Data must be submitted and in accordance with Federal Acquisition Regulation 15.408 Table 15-2. The Government requests the following to be included with your proposal: Procurement Award Justification (PAJ) with all related details contributing to your analysis to support price reasonableness Long-Term Agreements (LTAs) with all related details contributing to your analysis to support price reasonableness The Government requires the submittal of your Consolidated Bill of Material (CBOM) at the lowest level of detail. Additionally, all OEM’s must provide a comprehensive CBOM that consolidates parts from all different levels. This correspondence constitutes a letter solicitation to add one Depot Level Repairable (DLR) item to contract SPE4AX-21-D-9402. All terms and conditions of SPE4AX-21-D-9402 will apply to any resultant award of this solicitation. This requirement has been advertised as a Contract Opportunity on the SAM.Gov website for viewing by the general public. If another supplier indicates interest in responding to the requirement as a result of viewing the synopsis, a formal solicitation will be issued to accommodate that supplier. This agency proposes to issue a solicitation for a long-term strategic/sole source contract which will include one (1) NSN to support the A-B3 Apache Weapon System. The NSN targeted to be added or repriced for this contract effort is NSN: 1650-01-494-0084, Part Number: 7-311820012-27, Noun: Servocylinder, E-Bucs with the following specifications: AMSC Code: 1P, with an AMC/AMSC expiration date of 05 June 2026. The required Production Lead Time will be 690 days after contract award.
