This letter Request for Proposal (RFP) is issued for the purpose of acquiring the item identified by the National Stock Number (NSN): 5930-01-476-1837, Part Number: 42305-723, and NOUN: Switch Assembly. In reply, please reference Solicitation Number SPRRA1-22-R-0015. The Government requests your best pricing and delivery terms for the part listed and based on an estimated quantity of 20 units for the first ordering period, 20 units for the second ordering period, 20 units for the third ordering period, 20 units for the fourth ordering period, and 20 units for the fifth ordering period for a total of five ordering periods. The Government’s required production lead time is no more than 360 days. The acquisition specialist and point of contact for this solicitation would like to draw your attention to some of the requirements of this solicitation and information that will be detailed in the attachment: • First Article Test (FAT) is required o If the proposal is received without pricing for FAT or a previously approved waiver, the proposal will be deemed inadequate • Item Unique Identification (IUID) is required IAW DFARS 211.274-2 • Contractor Furnished All Wood Packing Material (WPM) must be ISPM-15 compliant • Serial Number Requirement Reporting (SNRR), The Army Maintenance Management System-Aviation (TAMMS-A), and Serial Numbering are required The price and delivery proposed may be negotiated upon closing of this solicitation. For non-commercial items exceeding the $2,000,000 threshold, Certified Cost and Pricing Data must be submitted and in accordance with Federal Acquisition Regulation 15.408 Table 15-2. This correspondence constitutes a letter solicitation to add to the Captains of Industry (COI) SPE4AX-18-D-9402. All terms and conditions of COI SPE4AX-18-D-9402 will apply to any resultant award of this solicitation. This requirement has been advertised as a Contract Opportunity on the SAM.Gov website for viewing by the general public. If another supplier indicates interest in responding to the requirement as a result of viewing the synopsis, a formal solicitation will be issued to accommodate that supplier. An expedient reply is requested. However, the closing date for the referenced solicitation is no later than the close of business on 21 February 2022. Please send your proposal in writing. NOTICE TYPE: Pre-Solicitation TITLE: NSN for A-BE Blackhawk UH-60 Helicopter Weapon System, Sole Source, Long Term Contract OEM Goodrich Corporation. This agency proposes to issue a solicitation for a long-term strategic/sole source contract which will include one (1) NSN to support the A-BE UH-60 Blackhawk Helicopter weapon system. The NSN targeted to be added or repriced for this contract effort is NSN: 5930-01-476-1837, Part Number: 42305-723 Noun: Switch Assembly with the following specifications: AMRC Code: 3D, with an AMC/AMSC expiration date of 11/15/2026. The required Production Lead Time will be 360 days after contract award. The proposed sole source action will be issued to Goodrich Corporation, Contractor and Government Entity (CAGE) code: 3HRL4. The proposed action is intended to be on a sole source basis as supported by a J&A IAW FAR 6.302-1 “Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements”. The proposed requirement will be for a total of five (5) years period of performance which will begin the date of award through 30 April 2027 with estimated annual demands of 20 units for 2022, 20 units for 2023, 20 units for 2024, 20 units for 2025, 20 units for 2026, and 20 units for 2027. Letters expressing interest in subcontracting provided to the contracting officer will be forwarded to the identified OEM. This is proposed to be a FAR 15 effort. Only the above mentioned NSN has been identified for this current action. If other NSNs are subsequently added, as defined by the terms of the contract, they will be synopsized separately. This item is being added to contract SPE4AX-18-D-9408, a multiple year, Requirements Type Contract (RTC), awarded to Goodrich Corporation CAGE Code: 3HRL4 in accordance with the originally approved J&A. However, the NSN identified here was not included in the list of original items synopsized for this effort. The contract requires supply of parts, as well as other functions including but not limited to inventory management, forecasting, distribution, storage, reliability improvements, engineering maintenance and design control affecting these parts. THIS ACQUISITION CONTAINS TECHNICAL DATA WHOSE EXPORT IS RESTRICTED BY THE ARMS EXPORT CONTROL ACT (TITLE 22, USC., SEC 2751 ET SEQ) OR THE EXPORT ADMINISTRATION ACT (TITLE 50, USC., APP 2401-2402) EXECUTIVE ORDER 12470.
