This correspondence constitutes a letter solicitation to add items to the Parker Hannifin Joint Opportunity Contract (JOC) SPE4AX-14-D-9413. All terms and conditions of JOC SPE4AX-14-D-9413 will apply to any resultant award of this solicitation. Be advised, however that this requirement has been advertised on the Beta.SAM.Gov website for viewing by the general public. In the event another supplier indicates interest in responding to the requirement as a result of viewing the synopsis, a formal solicitation will be issued to accommodate the supplier. In reply, please reference Solicitation Number SPRRA1-21-R-0034; Huntsville DLR Add. This letter solicitation is issued for the purpose of adding two National Stock Numbers (NSNs) identified on Enclosure 1. The Government requests your best pricing and delivery terms for the NSNs attached to this letter for Ordering Periods 8, 9, and 10. NSN specific requirements are identified in Enclosures 1 and 2 (FAT, SNRR, TAMMS- A, IUID, Serial Numbering, Production Lot Testing and Contractor Furnished Reusable Containers). Additional clauses may be required for special requirements listed above but will be addressed on a case by case basis as applicable. The price and delivery proposed may be negotiated upon closing of this solicitation. For non-commercial items exceeding the $2,000,000.00 threshold, Certified Cost and Pricing Data must be submitted. An expedient reply is requested, however the closing date for the referenced solicitation is no later than the close of business on 17 November 2021. Long Term Contract (LTC) Synopsis NOTICE TYPE: Pre-Solicitation TITLE: Multiple NSN’s for AH-64 Apache and UH-60 Blackhawk Helicopter Weapon Systems, Sole Source, Long Term Contract OEM Parker-Hannifin This agency proposes to issue a solicitation for a long-term strategic/sole source contract which will include multiple NSNs to support the AH-64 and UH60 weapon systems. A total of 2 NSN’s are targeted to be added for this contract effort. The proposed sole source action will be issued to Parker-Hannifin Corporation, Contractor and Government Entity (CAGE): 59211 and is intended to be on a sole source basis as supported by a J&A IAW FAR 6.302-1 "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements". Items provided by the following Parker-Hannifin Corporation CAGE codes covered by this acquisition: 59211, 82106, 3H889, 93835, 49695, 86329, 09523, 26433, 33269, 99321, 1QTD9, 56300, 55813, 50948, and 11362. The proposed requirement will be for a total of three (3) years period of performance as follows, year eight is 05 August 2021 through 04 August 2022, year nine is 05 August 2022 through 04 August 2023, and year ten is 05 August 2023 through 04 August 2024. Letters expressing interest in subcontracting provided to the contracting officer will be forwarded to the identified OEM. This is proposed to be a FAR 15 effort. The attached lists of NSNs are the items that have been identified for this current action. If other NSNs are subsequently added, as defined by the terms of the contract, they will be synopsized separately. These items are being added to contract SPE4AX-14-D-9413, a firm fixed price with price redetermination Indefinite Quantity Contract, awarded to Parker-Hannifin Corporation CAGE Code: 59211 in accordance with the originally approved J&A. However, the NSNs identified here were not included in the list of original items synopsized for this effort. The contract requires supply of parts, as well as other functions including but not limited to inventory management, forecasting, distribution, storage, reliability improvements, engineering maintenance and design control affecting these parts. This Sources Sought Synopsis (SSS) is in support of Market Research being conducted by the Defense Logistics Agency to identify potential manufacturing/supply sources, and if future efforts can be competitive or Set Aside for Small Business. The proposed North American Industry Classification Systems (NAICS) Codes are identified on Attachment 1 entitled list of NSNs. This SSS is to notify companies that the Defense Logistics Agency, Redstone Arsenal, Alabama, is seeking qualified sources for the Sole Source acquisition of multiple NSNs (attachment 1) in support of the AH-64 Apache and UH-60 Blackhawk Helicopter Weapon Systems. The data needed to acquire this part competitively is not physically available, it cannot be obtained economically, nor is it possible to draft adequate specifications or any other adequate, economical description of the materials for a competitive solicitation. As a result, this acquisition is currently being procured under the Federal Acquisition Regulation (FAR) 6.302-1 Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The Government is interested in all businesses to include 8(a), small business and small disadvantaged business, Service-Disabled Veteran-Owned, Hubzone, and Women-Owned small business concerns. All contractors must meet prequalification requirements in order to be registered as a potential source. Firms that process the ability and can produce the required item(s) described above are encouraged to identify themselves.
